Who reviews the sprint and PBIs if the...

Hello, I have a question from the Scrum guide - the guide states: "When a Sprint is cancelled, any completed and “Done” Product Backlog items are reviewed." Who reviews the sprint? The Scrum Team? Or does the Product Owner review it? What happens to the PBIs? Cheers!
